      Philippines Looks to Biometrics for Inclusion

      Millions of people are undocumented in the Philippines which makes it difficult to receive a government issued ID, get a job and access financial services; President Rodrigo Duterte is looking to solve this problem by granting national identity cards using biometrics; the program was signed into law earlier this month and begins with collecting eye scans, fingerprints and facial images; they hope to complete the process of assigning IDs to all 106 million people by 2022.
